SAVE OUR WATER — Wise County commissioners Robert Rankin and Kevin Burns said that a bill creating an Upper Trinity Aquifer groundwater conservation district for four – or five – counties has been worked out and will soon be filed in the Texas Legislature. The bill for Wise, Parker, Hood, Montague and possibly Somervell counties would require a district-wide vote by residents of the counties in November. There would be two directors from each county, appointed by commissioners in those counties. It would be fee based, charging oil and gas and industrial users up to 30 cents per thousand gallons, while agriculture users would be charged $1 per acre foot (about 325,000 gallons) if they use more than 25,000 gallons a day. Homeowners would not be charged. There would also be setback requirements for wells and oil and gas users would submit reports on usage. “We expect very little opposition for removing some of the oil and gas companies’ exemptions,” said Rankin. |
